         Mr. PASTORE, from the Committee on Commerce,
                     submitted the following

                         REPORT
                     [To accompany H.R. 11618]

  The Committee on Commerce, to which was referred the bill
(H.R. 11618) to prevent the importation of endangered species of
fish or wildlife into the United States, to prevent the interstate
shipment of reptiles,, amphibians, and other wildlife taken contrary
to State law, and for other purposes, having considered the same,
reports favorably thereon with amendments and recommends that the
bill as amended do pass.
  The amendments are as follows:
  Amend line 3 on page, 1 through line 11 on page 2 of the bill to
read as follows:
    That (a) after the effective date of any regulation promul-
    gated under this subsection, no person shall import into the
    United States, its territories or possessions, or the Common--
    wealth of Puerto Rico, from any foreign country, any species
    or subspecies of fish or wildlife or parts thereof which the
    Secretary of the Interior determines to be threatened with
    worldwide extinction, except as provided in subsection (b) of
    this section. A species or subspecies of fish or wildlife shall be
    deemed to be threatened with worldwide extinction whenever
    the Secretary of the Interior determines, after consultation
    with, the affected foreign country or countries and, to the
    extent pra6ticable, ith interested persons and the Inter-'
    national Union for the Conservation of Nature and Natural
    Resources, that the existence of such fish or wildlife is, in the
    judgment of the Secretary, endangered because its habitat
    is threatened with destruction, drastic modification, or
    severe curtailment, or because of commercial exploitation,
    through exports and imports of animals and parts thereof or
