The Committee on Natural Resources, to whom was referred
the bill (H.R. 3069) to amend the Marine Mammal Protection Act
of 1972 to reduce predation on endangered Columbia River salmon
and other nonlisted species, and for other purposes, having consid-
ered the same, report favorably thereon without amendment and
recommend that the bill do pass.
PURPOSE OF THE BILL
The purpose of H.R. 3069 is to amend the Marine Mammal Pro-
tection Act of 1972 to reduce predation on endangered Columbia
River salmon and other nonlisted species.
BACKGROUND AND NEED FOR LEGISLATION
The Marine Mammal Protection Act (MMPA) has resulted in
California sea lions and certain populations of Steller sea lions
being restored to historic levels. Steller sea lions are protected
under the MMPA and the Endangered Species Act (ESA), because
the Western and Eastern populations of this species are listed as
endangered and threatened, respectively. In August 2010, the
States of Washington, Oregon and Alaska filed two petitions with
