The Committee on Health, Education, Labor, and Pensions, to
which was referred the bill (S. 2725) to provide for a system of
sanctuaries for chimpanzees that have been designated as being no
longer needed in research conducted or supported by the Public
Health Service, and for other purposes, having considered the
same, reports favorably thereon       with   an  amendment and rec-
ommends that the bill (as amended) do pass.

1. INTRODUCTION
Each year, millions of Federal tax dollars pay for the care of fed-
erally-sponsored research chimpanzees through funding to the Na-
tional Institutes of Health (NIH) and other federal agencies.
In 1986, the NIH launched an initiative to breed chimpanzees
that, at the time, were thought to be useful models for AIDS re-
search. When the breeding program was initiated by the NIH, little
consideration was given to the long-term care of chimpanzees as it
was expected that these chimpanzees would die prematurely from
