ALDF's highly acclaimed Zero Tol-
      erance for Cruelty Campaign
      is tackling animal abuse head
1      on. Now in its third year, Zero
Folerance has grown dramatically and
sdiversifying in some exciting new
ways.

ALDF's Special Prosecutor
Program Gets Rave Reviews
  ALDF has established an innovative
program to aid in the prosecution of
animal cruelty cases. Because District
Attorneys are overworked and under-
staffed, animal abuse often goes unpun-
ished. The Special Prosecutor Program
was introduced in Multnomah County,
Oregon, where ALDF organized a team
of experienced trial attorneys who vol-
unteer their time to prosecute cases of
animal abuse for the D.A. The DA's
Office of Multnomah County praised
the program, saying it will save the
county money and ensure that animal
cruelty cases won't be overlooked.
ALDF has received requests from 19
other cities to introduce Special Prose-
cutor programs in their communities.

r ew Juvenile Justice Program
  ALDF is focusing on the emerging
issue of juvenile animal abuse. Too
often, teenage cruelty against animals
is dismissed as youthful mischief. We


are developing aggressive strategies to
deal with the problem, proposing sen-
tencing guidelines and putting together
a media outreach plan aimed at young
people. ALDF is also working with the
Justice Department and legislators to
become part of the national dialogue
on juvenile crime.

Educating Prosecutors,
Judges, and Police
  Thanks to a grant from the Arizona
Community Foundation, ALDF will
present a seminar to law enforcement
officials in Phoenix, AZ on the impor-
tance of taking animal abuse serious-
ly. FBI Special Agent Alan Brantley
has agreed to be the keynote speaker
for this Peace Officer Service Training
(POST) event. Brantley is the FBI's
chief profiler in their Behavioral Sci-
ence Unit and has interviewed numer-

ous violent criminals with animal
abuse histories. His FBI experience
makes him an especially credible
speaker with members of the law
enforcement community.

Animal Cruelty ActionLine
  The core of Zero Tolerance for Cru-
elty is the Animal Cruelty ActionLine.
Through the ActionLine and online
computer database, we identify cruelty
cases and offer legal assistance to pros-
ecutors. During 1997, ALDF contacted
every prosecutor's office in the U.S.
(over 3,000 of them!) to introduce our
program and the resources we can
offer. ALDF attorneys perform legal
research, prepare pleadings and submit
amicus curiae briefs in support of the
prosecution's case. ALDF's staff locates
expert witnesses and sends letters to
