A has been convicted of animal
         neglect in the state of Ore-
         gon. Kittles has a long histo-
         ry of run-ins with law
enforcement. While living in Florida,
she was repeatedly cited for cruelty to
animals. After authorities in that state
gave up trying to prosecute her, Kittles
moved to Mississippi, where she
picked up a large batch of dogs and
collected money from people by
promising to take the animals to a no-
kill shelter in Colorado. She eventually
settled in Washington state, but moved
to Oregon after neighbors began to
complain.
  In April 1993, Kittles was charged
with cruelty to animals, after Clatsop
County, OR Animal Control officers
found 115 dogs, four cats and two
chickens living in a dilapidated school

  bus. The officers on the scene reported
  that they had never before seen a more
  grotesque example of animal neglect.
  The dogs were suffering from malnutri-
  tion, dehydration, skin disease, heart-
  worm, and several animals were found
  dead. The animals were living in their
  own excrement, and had not been
  given food or water for days. The bus
  was filthy, and caked with feces and
  animal hair.
    For over a year and a half, Kittles
  tied the legal system in knots. She

caused countless delays by filing
numerous motions, firing seven court
appointed public defenders, and suc-
cessfully demanding the removal of
five judges. She prevented veterinary
care from being given to dogs with
heartworm and kept the animals from
being placed in foster homes. The case
was a fiasco until Joshua Marquis, the
Clatsop County District Attorney,
stepped in and began to vigorously
prosecute it. ALDF offered Marquis its
help. Attorney member Pamela Frasch
researched points of law and prepared
legal memoranda. She also worked
with the local humane society to pro-
