            LAIMING UNFAIR exclusion
            from a committee set up
            to revise the research
            industry's bible on the
            care and treatment of
animals in laboratories, ALDF has
sued the Department of Health and
Human Services and the National
Institutes of Health (NIH). ALDF is
demanding that the animal rights/wel-
fare community be allowed to partic-
Pate in the revision of the Guide for
the Care and Use of Laboratory Ani-
mals. The Guide is a benchmark pub-
lication, relied on by all researchers


who receive grants from the NIH. But,
NIH refuses to allow animal protec-
tionists onto the committee or to allow
them access to the Committee's meet-
ings or documents.
   NIH's action brings new life to the
saying the fox guarding the hen
house. They write the rules, provide
plenty of loopholes, exclude all oppos-
ing viewpoints, and tell us not to worry,
the hens are happy and healthy.
   ALDF's suit, filed by Staff Attorney
Valerie Stanley, charges the govern-
ment with violating the Federal Advi-
sory Committee Act by refusing to


allow representatives from animal pro-
tection organizations to participate in
the committee's work or have access
