RESEARCH
AIR FORCE ChIM]PANZEES
A complaint filed in October, 1998 in the U.S. Court of Federal Claims alleges that, in giving
111 chimpanzees to The Coulston Foundation, an animal research laboratory in New Mexico,
the U.S. Air Force has violated federal law and policies and the Air Force's own divestiture
process. Plaintiff, the Institute for Captive Chimpanzee Care and Well-Being seeks injunctive
and declaratory relief.
The chimpanzees are the survivors and descendants of the U.S. space program and were used
to test the safety of the Mercury capsules prior to the 1961 flights of John Glenn and Alan
Shepard. Animal rights and welfare groups have urged the Air Force to allow these
chimpanzees to be retired to sanctuaries.
Pursuant to a Congressional mandate that the chimps either be retired or used for further
research, while being provided adequate care, the Air Force issued a Request for Proposals,
claiming that its primary concern was the well-being of the animals. Plaintiff contends that
The Coulston Foundation failed to meet the Air Force's own criteria. The Foundation has been
investigated by the U.S. Department of Agriculture twice in the past three years for violations
of the Animal Welfare Act, including the negligent deaths of chimpanzees and other primates.
