       Mr. WHITTEN, from the Committee on Appropriations,
                    submitted the following

                         REPORT

                      [To accompany H.R. 5177)
  The Committee on Appropriations submits the following report
in explanation of the accompanying bill making appropriations for
Agriculture, Rural Development, and Related Agencies for fiscal
year 1987.
                   AMERICA-A GREAT NATION
   We have a great country, a wealthy country. The Commerce De-
 partment's estimate of the present national wealth, which includes
 the value of structures, equipment, inventories, and land, is $16.2
 trillion. This is 36 times greater than what it was in 1940 and 41
 times greater than in 1934. It is important that we continue those
 practices that have made our country great-to encourage produc-
 tivity and to ensure that essential programs of benefit to the people
 of the country not be discontinued simply to reduce spending. The
 budget must be balanced, but at a high enough level to provide a
 strong economy.
   In order to ensure our continuation as a great nation, we need a
 str(,-ng national defense that is backed by a strong country and
 public support-strength that can come only by protecting and de-
 veloping our nation's resources-our real wealth, our lands and
 waters. The development of our rivers and harbors and the con-
 struction of our schools, highways, airports, etc. along with an edu-
 cated, healthy populace, with adequate food and nutrition flowing
 from a strong agricultural base, provides the foundation for our na-
 tional growth.
