Program Priorities Group Headed by Bryce Harlow
Bryce Harlow, former counsellor to President Nixon, has been
appointed chairman of a new five-man advisory committee on
program priorities, President William J. Baroody has an-
nounced. Former Treasury Secretary Henry Fowler, former
Senator John Williams, former South Carolina Governor
Robert E. McNair, and Judge James F. Battin will serve with
Mr. Harlow on the panel.
The new committee will advise the Institute on identifying
public policy issues for analysis, and on determining priorities
among them. All five men have wide experience in government.
Mr. Harlow was secretary to Congressman Wesley Disney
of Oklahoma from 1938 until 1941. As a member of General
George C. Marshall's staff during World War II he handled
the Army's relations with Congress, and he later served as
chief of staff of the House Armed Services Committee. During
the Eisenhower Administration, Mr. Harlow was deputy as-
sistant to the President for congressional relations. Mr. Harlow
reentered the White House in January 1969 as assistant to
the President for congressional relations. In November 1969
he was appointed counsellor to the President with Cabinet
rank. On December 9, 1970, Mr. Harlow returned to Procter
& Gamble as vice president for governmental relations.
Mr. Fowler was counsel to the Tennessee Valley Au-
thority from 1934 to 1939. During the 1940s he served as
counsel on the subcommittee -of the Senate Education and
Labor Committee, special counsel for the Federal Power
Commission, assistant general counsel of the Office of Pro-
duction Management and War Production Board, economic
adviser to the U.S. Mission on Economic Affairs in London,
and special assistant to the administrator of the Foreign Eco-
nomic Administration. In 1952-53 Mr. Fowler was adminis-
trator of the Defense Production Administration, director of

Senator Williams was first elected to the U.S. Senate from
Delaware in 1946, and served through 1970. He was the first
man in the history of the state to be elected to four consecutive
Senate terms. He did not seek reelection. Senator Williams is
an active partner in Sussex Realty Co., Millsboro, Delaware,
and a director of Continental American Life Insurance Co.
