agricultural policy and what should and should not be in
a new farm bkill  r us, seven schiolars and conributors
to the  .E .Monthly -arvest were asked to senid Sa:ta
Claus their wish lists for policy changes that Congress
should include in a :new 202.4 Farm Bill
   Each. author foeusec on a specific program or set of
programs  addressed in the current farm bill and related
legislation. They also identified explicit changes in pol-
icies that, if Congress were willing to implement them,
would  improve the effective ness and effcien:cy of the
US  agricultural secetor and the US economy-. Many of
those changes  would  reduce  adverse environmental
impacts, use federal funds more  effectively, and, by
enhanmcig  agrieuvtural produetvEity improve the resil-
ience of the US food supply chain and moderate prices.,
therefore benefiting the roughly 330 million US citizens
who  buy and eat food evers day.
   Two  major them.es run through the seven wish lists.
First, in a new farm bill, C gress should use federal
funds responsibly and  e fcti vely, not in a profligate
effort to satisfy and earner votes and other forms of
support  from  veste d special farm and agribusi ness
interest groups. Second, the focus should be on pro-
grams that improve the agriultural sector's effiiencv,
increasing not reducing) agricultural productivity, mit-
igating adverse environental impacts as effectivehy as
possible, and, as Christopher B. Barrett explicitly dis-
cusses, contributing to national security.


   As Barry K. Go'dwhn puints out in his wish 11s4 which
sets the tone for many of the changes reco mmended
by other scholars, atLa time when the federal deficit is
extraordiuarihy and arguably irresponsibly large (6 or
  percent of gross donestie product) C  gress should
be seizinrg ev'ery one of the many opporwnietis t;he farm
bill offers to reduce wasteful spending.
   Barrett's wrsh list facuses on what is literally the en s-
tential crisis for US agriculture: the collapse of U3 agri-
cultural oroductivity growth over the past two decades,
w.ni:cn has been directly linked to a corresponding sharp
decline in federal funding for agricultural research and
development.  His wishes  for subs'tan'ia, s ustamied,
and effectively targeted increases in that funding from
about S2. billion to $ billion or more reflects a wide-
spreadl assessment that th.e US agricultural sector will
be in serious trouble in the long run if action is not
taken now. Further, such investments will nave major
spillover ipacts on both US and global food systems,
makaing sigvnfveant contributions to national security by
reducing the impacts of hunger on domestic unrest and
terrorism in low-income countries.
