      This comment paper addresses the benefit/cost analysis presented in the rule proposed by
the Department of Energy (DoE) on energy conservation standards for consumer conventional
cooking products. It is organized as follows:

            Summary
        I.  The Asserted Consumer Benefits Are Illusory.
        II. The Asserted Climate Benefits Are Illusory.
      III.  The DoE Application of Discount Rates Is Incorrect.
      IV.   Conclusions.
