   It is parteularly useful this year to examin e  t.e cou-
tent, size, and appropriateness of taese l'sts, as trey
raise an interesting issue about the unique namnue of
national defense  in the overall federal goveroment
mission and  budget. In this report, we wil cover key
points for the debate about the requirernmt tr  TPLs
and provide themes  and  highlights of interest in tie
FY2o2A  siubmlii nsii.

Requirement for the UPLs

A group of lasnakiers sent a letter to the secretary of
defense earlier this year asking him to limit UPLs, sone-
thing he is not actually perritted to do. This letter, the


subsequent  discussion during posture hearings, and a
letter ar'm the Depatnren   of Defense (D' )) comp-
troller to the Hill on the natter illuminate congressio-
na_ disagreement about the lists Congress has required
t e DOD's uniformed  leadership to u bmit.
   Setting aside for now the quality o the lists and the
cventu  l execution of programs on hie Hists for which
Congress  appropriates funds, it is worth etxa mining
