at slightly lower levels
Taxpayers with no vested interests in farm pro-
gramns rarey weigh in on this issue, in part because
annually farm subsides, which run between $20
and $25 billion in mos years, make tip a miniscule
fraction of the total fecderal budget, estinited to he
over $6 billion in 2o,2 Neverf heless, especially
because farm program outlays are heaimv concen-
trated on fewer than o-0o,oo arrs, we must con-
sider what programs are being supported and
whom these funds ultim ately benefit.
