In the years leading up to the 2o  aindamic, the
United States experiencec the largest energy bonanza
the world has ever sen, powered by three silta
neous bonms in oil, natural gas, and renewable
parver production. New technology anlocked abun-
dant and affordable energy-so affordable that
natural gas and wind power are often free at the
wellhead and wind trbine, American companies
are now producing so much natural gas and power
that at tires they even pay to have it taken away .
Historically, the global economy relied mostly
on ol and coal for energy Oil is still the world's
largest energy source overall, and coal is still the
largest electricity source T'he great advantage of
oil and coal is that they are easy and affordable to
transport: Ihey can be shipped by maWy dilferent
means, including ship and rail But the world is
moving tovward new energy sources, such as clean-
burning natural gas and solar and wind power,

Unfortunately, these cle anr energy sources are
much more expensive to transport, re uiring pipe-
lines and power lines that often cost billions to
build. So with the transmiton to natural gas and
renewable energy, the central challenge in energy
law is no longer how to extract nergy at an afford-
able price; it is how to transport this abundant
energy to the consumers who need it at an afford-
able price. How can we build the pipelines, power
lines, and lheefied natural gas terminals to ensure
tnat all consumers benefit from  this American
bounty
At this crucial moment, state and local govern-
ments are ererting new roadblocks to energy
transport, preventing these new resourceS from
reaching the consumers who need them. These
governments are denying permits for transporting
energy sources to assert their authority over other
states' and countries' production and consump-
tion decisions. And they are increasingly denying
