The purpose of this report series has been to defend
the Con.stituion as an effective instrument o, g'v-
ernient. This is not to say we should be at aI sat-
isfied with the state of American polithcs. There is
widesp read agernment in the nation that the coun-
try s polits is In poor shape. Partisan wrangling
generates incessant legislative gridlock on Capitol
Hill, and, correspondingly, Congress' ob approval
rating is excecdingly low, In the most recent aver-
age of polls at Kea llearPotics, just 2  percent of
Arnericans approve of the legislature Siilarly, all
the najor leaders of C ngress have low approval
ratings: Kevin  Md ~arthy   Mitch  Mcconmnell,
Nancy Pelosi, and Chuck Schunier all score at or
below 3;5 percent.
Legislative inertia has eniboldened the other
branches to invov'e themsel-Ves more in the pf -
cess of governance, distorting the Constitution's

original vision, which had rnade Congress para-
mount. Presidents effectively legislat through exec-
utive action, and the courts peer at stattory lan-
guage wrtten halt a cenrt ry ago to resolve today's

The country has had enough of this way of doing
buiness.  ut 27 percent of Aneic-ans in the latest
RealClearPolhtics average believe the country is
moving in the right direction. A whopping 66 per-
cent believe otherwise3
This dysfunction has prodded many on the left
to call for fundamental changes to the Constitu-
tion. They argue, following in Woodrow Wilson's
footsteps sormne izo years ago, that our instrument
of government is too old and obsolete. It must be
updated----altered to fit the ex igencies ofthe present
