Industry Recognized .Apprenticeship Pi'ogram (1RAP)
model in june cry, it was a promising development
seeking to provide a flexible alternative to the
long-standing Registered Apprenticeship Pro-

Less than a month afte=  e lmeri took office,
his administration announced the cnd of IAP in
favor of the 8c-year-old RAP system. Additienally,
Congress is in rhe process of reforming RAPs
through the aptiy named Narinal Apprenticeslip
Act of zozr. U nforsniatel, like lk  o r wkorce
development programs, these proposed revisions
do not fundamentaliy alter the inflexible, out-
dated, and federalized approach to apprenticeship.

The onslaught of tech--oiogv and automation has
transformed the workplace and the skills workers
