The Biden adrministraton has targeted soi rmaragemenr prlrcuces, the aIges sour _f of
agricuitural greenhouse gas emissions, as a major part of their pian to cut those emis-
sions in half by 2030.
However, the administration's oreferred short-run approach-to subsidize the adoption
of cover cropping practices-----seems liKely to have little or no impact on carbon emis-
5iOns.
Reducing or ending subsidies for crop insurance and other programs tnat encourage
increased land use and planting on margina lands vvould be a much wiser place to start
on the path toward substantiay reducing agorcuture's carbon footprint.

President Joe Biden has stated that US farmers
must lead the way in mitigat ing cli rate change and
has pledged. to undertake programs that would cut
emissions from agriculture by Co percent by 203 .
The basis for this approach is linked to the UBS
Environental Protection Agency's (EPA) esti-
mate that griculture is responchile  r 10 percent
of total US greenhouse gas (GHG ) emissions. Fig-

sions come from livestock, agricultural soils, and
rice pr ductior which has ain especially large G HG
footpint. Soil management practices are by 'ar the
largest indrividual source of emissions and may
offer the greatest opportunities for reducing cmOs-w
sions. But in fact, right now agronomists have a
limited understanding of the sources, effects, and

impacts of agricultural practices that mig t miti-
gate carbon emissions.
Nevertheless, pollicymakers are ready, even
eager, to offer additional subsidies encoutrging
farmers to adopt practices that may rmiti ate GHG
emissions, even though there is no clar y about
those practices' impacts. The president's 2o

included. over $90 billion irteded o help (ie.,
subsidize) farmers meet the admiisration's 2030
emnissio ns reduction target,
The framework includes an array of potential
federally fuled pr grarns. Sore involve relatively
small investm ets (e.g., the St billion directed
toward i894 and 1994 land-grant and other minority-
seringi iusttutions to develop research facilities
to investigate agriculture's role in climate change).
