gration' reforms, they should pay special attention to
where the Two intersect and focus on policies to
attract and retain highly skilled *nimgrantrs. While
other forms of inmgcration warrant policymakers&
attention, this report addresses only highly skilled
immigrants and  foreigners. We make three argu-
ments about their distinct contributions to Amei-
can innovation and the ap  prrIate actions to in
the accelerating race for global talent.

talent is a huge competitve advantage. Global tal-
ent has long been key to Amerrca's economic vital-
it y and is a cr ial input to US national power. For
generations, talenited people from around  the
world have come  to Anerica in search of oppor-
tunity. Many foiund it, and, in turn, they made out-.


size contributions to American innovation and entre-
preneurship. Skilled immigrants have achieved new
heights of scientific discovery, engineered techno-
logical advances, and foundedbusinesses of all sizes
at rates well over their share of the population.
   Second, Amnerica's prefereritial position as a
magnet  for the worid' most capaIle talent is at
risk. The global talent race is accelerating. hile the
United States over the past deiade las beco'e less
attractive to skilled immigrants. Many other coun-
tries have evolved their policies to attract highlv
skilled inmmigrants fion the growing pool o global
talent. Antralia has reformed its permrnent and
tenporary migration policies to prio-itize certain
skills, while China has invested heav'y in retention
and  recruitnent through its Thousand  Talents
Plan. Across  successive recent administrations,
the United States has not done so ,and has made it
