Starting from the assumption that after forty-five years the unemploy-        z
ment insurance program should be examined for its relevance to                                                             T
modern conditions, this study reviews two original decisions that havez1                         VN:\                               \
determined the character of the program's financial structure-the             cO
decision to make each state responsible for its own costs and the                                                    8
decision to make each firm responsible for its own costs. Both de-
cisions have stirred controversy throughout the life of the program.
    The author evaluates the performance of the states in maintaining0        ,
solvency, the distribution of the tax burden among the states, and the        M
distribution of the tax burden among employers. This last task in-
volves an investigation of the six major effects of experience rating.        z
    The examination of forty-five years of history leads to the con-
clusion that the original choices represented wise decisions, which           z
should be reaffirmed for the future. The book closes with the sum-            0
mary recommendation: Maintain the character of unemployment           z
insurance as an extension of the wage system by continuing to make
unemployment insurance a regular cost of doing business.
    Joseph M. Becker, S.J., is a professor at Georgetown University
and a member of the Jesuit Center for Social Studies. He is vice-
chairman of the Federal Advisory Council for Unemployment Insur-
ance, in the Department of Labor, and has served as a consultant toMN
the National Commission on Unemployment Compensation.
