Economists, trade policy experts, and legislators express their views on
the competitive position of the United States in world trade. They
debate the role of the president and Congress in formulating and
implementing  trade policy, the implications of protectionist trade
measures,  industrial and labor adjustment strategies, and com-
petitiveness as an issue in political campaigns.

Trade by Sven W. Arndt and Lawrence Bouton, focuses on the causes
of the large U.S. trade deficit and on what can be done to enhance U.S.
competitiveness.


I do not believe we can  become  more  competitive by passing a
protectionist trade bill. We can become competitive only by competing,
not by closing ourselves off from the world.
