The  Social Security Retirement Test: Right or Wrong? by Marshall R.
Colberg, examines the controversial provision that disallows full bene-
fits under old-age and survivors insurance to persons whose  earned
income  exceeds certain limits, This limitation on earnings- the retire--
ment  tst ------is shown to nave serious faults. It does not roake ailow-
ances for geographical variation in purchasing power  or for special
hardships; it gives persons with unearned income an unfair advanrtage;
and it fails to consider most income in kind. The author estimates that
$o05 billion in additional taxes would be collected annually from pen-
sons who  would be added to the work roills if there were no rerirement
test at age sixtyive, The study also evaluates changes effected by the
1977 amendments   to the Social Security Act.
