          THE   ROLE   OF  CONGRESS IN FOREIGN POLICY
  Has the executive branch usurped the powers of Congress in foreign affairs?
If so what  should be done? In a thoughtful discussion ranging from The
Federalist papers to current efforts to limit presidential discretion, two leading
United  States Senators-John C.  Stennis of Mississippi, chairman of the
Committee  on Armed   Services, and J. William Fulbright, chairman of the
Committee  on Foreign Relations-present contrasting views on these timely
questions.

A   JUST  PEACE   IN THE   MIDEAST:   HOW CAN IT BE ACHIEVED?
  Christopher Mayhew, a Labor member  of the British Parliament, and Rabbi
Elmer Berger, a leading American anti-Zionist spokesman, support the Arab
view in this debate with Professor Allen Pollack of Yeshiva University, and
I. L. Kenen, executive vice chairman of the American Israel Public Affairs
Committee. The  disagreement covers the causes of the Mideast conflict, the
measures necessary for ending it and the ingredients of a just peace.

    CAN   REGULATORY AGENCIES PROTECT THE CONSUMER?
  Both George J. Stigler, prominent spokesman of the Chicago school of eco-
nomics, and Manuel F. Cohen, former chairman of the Securities and Exchange
Commission, hold that competition protects the consumer. The issue is whether
public regulation weakens the consumer's traditional defenses in the competitive
marketplace or whether it promotes more vigorous competition consistent with
the public interest.
