The Economics  of Medical Malpractice, edited by Simon Rottenberg,
contains the proceedings of a conference held in Washington, D.C.,
sponsored by the Center for Health Policy Research of the American
Enterprise Institute for Public Policy Research.
    The  delivery of health care always poses risks and can sometimes
injure the patient. The conference papers discuss the various rules for
assigning cost when such an injury occurs. These rules are shown
to affect the allocation of resources to health care and to alternative
activities, the exercise of caution in delivering medical care, and the
distribution of income and wealth. The design of such rules is compli-
cated by  the imperfect information possessed by patients, by the
authority of the health care providers, and by the patients carried by
health care insurance, which pools health care costs among whole classes
of users. A  further complicating factor is the professional liability
insurance that covers providers of medical care.
     Some of the conference papers discuss the functioning of the pro-
fessional liability insurance market and its effects upon medical behavior.
This discussion is especially relevant to the withdrawal of some com-
mercial insurance companies from the medical malpractice insurance
market, to the rise in professional liability insurance premium rates,
and to the differences in premium rates among medical specialists and
among  different parts of the country.
     Simon Rottenberg is a professor of economics at the University of
Massachusetts and is an Adjunct Scholar of the American Enterprise
Institute. He has written extensively on a wide variety of applied
economic topics, such as occupational licensing, the legal system, product
liability, and the performance of baseball labor markets, and he is the
editor of The Economics of Crime and Punishment (AEI, 1973).
