Switzerland at the Polls: The National Elections of 1979, edited by
Howard  R. Penniman, discusses an election conducted with remark-
able tranquillity even though critical national issues were to be
decided. At stake were all of the two hundred seats of the lower
house and most of the forty-six seats of the upper house of the Swiss
legislature. In his introductory chapter, George A. Codding, Jr.,
delves into the background of Swiss political institutions. Switzer-
land's political parties are discussed in a chapter written by Erich
Grtiner and Kenneth J. Pitterle. Henry H. Kerr examines Swiss elec-
toral politics; Dusan Sidjanski addresses voter turnout and stability;
Margaret Inglehart writes about the role of women in Swiss politics.
In the concluding chapter, Jfirg Steiner examines the general charac-
teristics of the current Swiss political system. Detailed returns of the
1975  and 1979 elections have been compiled in an appendix  by
Richard Scammon.
    Howard  R. Penniman, general editor of the At the Polls series,
is codirector of studies in political and social processes at the American
Enterprise Institute, and an election consultant to the American
Broadcasting Company.  He  has served as an official observer of
elections in countries in Africa, Asia, and Central America.
