over, and w now  face a renewed period of great
power competmon.   Competition between the
United States and its to great power co mpetitors----
China and Russia-combined   with the threats of
rogue staes isuaernational terrorist networks. and
the proliferation of nuclear and other weapons of
mass d-estrucion sets the context for American
national securitv policymaking, as the new National
Defense Strategy' observes. To protect and advance
US  nterests and values, American national security
policymnakers must shake off the rust accumulated
over our long hibernation and address the current
task with discipline, vigor, pragmatism, and a clear-
eyed appreciation of America's strengrhs.
   The United States possesses enduring sources
of strength, including our military might, our eco-
noiic leadership, our institutions of republican
self-government, and the strength of our values.
To comoete  and win., it is essential to ad.apt our
national security policy by reaigning and coordinat-
ing US foreign policy, military strategy, economic


statecraft, and other tools of nat inal power to
face a more eompetitve international environment,
Meeting these challenges will require carefully
cousidering the institutions and processes of
national security decision-making, because the
urgency of these challenges detmands sharp
judgment and pragmatic policynaking, supported
by robust decision-mnaking process suited to the
moment  and grounded  in pnrdenc, statute, and.
historical practice. In par-ticurh tools of presi-
