The Reagan administration is committed to a fundamental reordering
of the responsibilities of federal, state, and local governments. In
January 1981, the president proposed to consolidate almost a
hundred categorical aid programs into six large-scale block grants
to states. Congress made substantial changes, however, in the
Reagan block-grant proposals, removing important categorical                                             g\%<---- Off I
programs from them and adding restrictions to the block grants                                                                          O
it did enact. The president vowed to go back and back and back        CD
to get more flexibility for the states and to consolidate additional                                                NM
categorical programs into block grants.
    This study describes the history and the current operation of
the federal grant system and suggests model provisions for
legislation authorizing block grants. It also describes the political
consequences of the Reagan proposals, particularly the challenge
these proposals present to special interest groups and to
congressional working arrangements and relationships.
    The concluding chapter presents a framework for a broader
revision of responsibilities. The federal government would assume
policy and financial responsibility for the welfare system and for
the provision of national health insurance. At the same time, it
would transfer to state and local governments programs such as
education, transportation, community and economic development,
social services, law enforcement, and the environment.
    Claude E. Barfield, a visiting fellow at the American Enterprise
Institute, served from 1979 to 1981 as co-staff director of the
President's Commission for a National Agenda for the Eighties.
