Bailey, develops the basic reasoning of benefit-cost analysis as it applies to government programs and regulations intended to save lives. The author shows how to produce more benefits by shifting resources away from high-cost, low-benefit programs toward programs that save lives at lower costs. He also shows how to estimate the amount people are willing to pay for increased safety on the basis of private job choices. Such estimates indicate that the value of the benefits of life-saving programs are far greater than the amounts the saved workers produce at work.
