Even those who most passionately oppose enactment of a con-
sumption tax to supplant or supplement our current income tax
system acknowledge its inevitability unless popular attitudes to-
wards the income tax change. This is a thoughtful analysis of the
pros and cons of such possible dramatic reform. It should be read
by every legislator, and by those who vote for legislators.

               Real Tax Reform:
         Replacing the Income Tax

                JOHN H. MAKIN, Editor

Is a consumption tax the key to fostering economic growth
and labor productivity? Some economists and lawmakers
say it is, but others call it grossly unfair because it saddles
those least able to pay with a disproportionate share of the
tax burden.
Would a change to a consumption tax help growth?
Must a consumption tax hurt the poor? Why haven't major
tax reform proposals included a consumption tax alterna-
tive? Has a consumption tax ever been seriously consid-
ered? These and other questions are explored in this vol-
ume by academics and lawmakers, including David
Bradford, Michael Boskin, Don Fullerton, Richard Goode,
Charles Hulten, Joseph Pechman, and Senator William V.
Roth, Jr.

JOHN H. MAKIN is director of Fiscal Policy Studies at the Ameri-
can Enterprise Institute, a professor of economics at the Univer-
sity of Washington, and a research associate with the National
Bureau of Economic Research.
