President vs. Congress: Does the Separation of Powers Still Work?
an edited transcript of a televised AEI Public Policy Forum, addresses
issues surrounding the separation of powers, Does the separation
of powers still guard our i iberty by preventing the accumulation of
all powers into the same hands, as the Founders intended? Or has
it become more harmful than beneficial by tending to produce dead-
lock between the president and Congress? Does the present system
produce balanced pubic policy, as supporters claim, through the
deliberation of different branches and compromise of differentr points
of view? Or would we secure better, more responsible public policy
from a system in which the president could count on support by his
party in Congress, on the model of the British parliamentary system?
These, and other questions, are addressed by:
o Henry 0. Brandon, Washington bureau chief, London Sunday
Times
    * Lloyd N, Cutler, counsel to President Carter
    * Laurence H Silberman, former deputy attorney general, am-
bassador to Yugoslavia, and undersecretary of labor
     * James Q. Wilson, Henry Lee Shattuck Professor of Govern-
ment, Harvard University
John Charles Daly, former ABC News chief, moderates the
panel.
