Scholars, politicians, journalists, and other political observers assess
the remarkable first year of President Reagan's relationship with
Congress in this conference sponsored by the Congress Project of
the American Enterprise Institute. This volume contains the four
papers presented at the conference, along with a summary of ses-
sions held on economic policy, foreign policy, congressional liaison,
and the overall performance of and outlook for Reagan and
Congress.
     Discussants included current White House aides (William
Gribbin and David Gergen), former administration officials
(Rudolph Penner, Stuart Eizenstat, William Cable, Melvin Laird,
Douglas J. Bennet, Eugene Eidenberg), a member of Congress
(Richard B. Cheney), and political scientists (Charles 0. Jones,
Alton Frye, Nelson W. Polsby). Anthony King, of the University
of Essex, provided a transatlantic perspective in a luncheon ad-
dress. The papers prepared for the conference are:

     Norman J. Ornstein, visiting scholar at the American Enter-
prise Institute, is professor of politics at Catholic University and
political editor of The Lawmakers series on public television.
His books include The New Congress; Vital Statistics on Congress,
1980; and Interest Groups, Lobbying and Policymaking.
