This study outlines a model approach to the development and revision of safety regulations of the Occupational Safety and Health Administration. The approach that is outlined emphasizes perform- ance-based standards instead of specification-based standards in order to increase safety in the work place while reducing the complexity of current standards. The model approach is applied to OSHA safety regulations covering machine guards and hand-held power tools, and its application is illustrated by materials from the Federal Register reprinted in an appendix. This analysis of safety regulation by the Occupational Safety and Health Administration is part of a special series of publications, FORD ADMINISTRATION PAPERS ON REGULATORY REFORM, edited by Paul W.
