OSHA SAFETY REGULATION: Report of the Presidential Task
Force. This study outlines a model approach to the development and
revision of safety regulations of the Occupational Safety and Health
Administration. The approach that is outlined emphasizes perform-
ance-based standards instead of specification-based standards in order
to increase safety in the work place while reducing the complexity of
current standards. The model approach is applied to OSHA safety
regulations covering machine guards and hand-held power tools, and
its application is illustrated by materials from the Federal Register
reprinted in an appendix.
     This analysis of safety regulation by the Occupational Safety and
Health Administration is part of a special series of publications, FORD
ADMINISTRATION PAPERS ON REGULATORY REFORM, edited by Paul W.
MacAvoy. The series makes available basic documentary information
from task force reports, study papers, and memoranda on significant
issues in government regulation. Subject areas covered by this series
include: petroleum regulation by the Federal Energy Administration;
the regulation of air transportation, trucking, and railroads; cable
television regulation; and the regulation of goods and services, such as
milk and insurance.
     Paul W. MacAvoy is professor of economics at Yale University
and an adjunct scholar at the American Enterprise Institute. He was a
member of the President's Council of Economic Advisers and cochair-
man of President Ford's Domestic Council Review Group on Regu-
latory Reform.
