Modern Diplomacy: The Art and the Artisans, by Elmer Plischke, is
a collection of essays and short commentaries on contemporary diplo-
matic practice and practitioners, written by more than thirty states-
men, diplomats, and academic analysts. Its scope is broad-scale and
universal, although some essays relate specifically to U.S. experience,
and most of the contributions are by Americans. The spectrum of sub-
jects treated ranges from the dimensions and functions of diplomacy
and the roles, qualities, and activities of diplomatists, to appositional
views on such matters as secrecy vs. openness, classical vs. contempo-
rary diplomacy (including summitry), and careerists vs. amateurs.
The volume interlaces commentary and analysis on past developments,
on current practices and problems, and on future prospects of what
Dean Acheson called the corpus diplomaticum.
     Elmer Plischke, professor of government and politics at the
University of Maryland, adjunct professor of political science at
Gettysburg College, and adjunct scholar of the American Enterprise
Institute, has written two previous books published by AEI, United
States Diplomats and Their Missions: A Profile of American Diplo-
matic Emissaries since 1778 (1975), and Microstates in World Affairs:
Policy Problems and Options (1977) as well as many other books and
articles on modern diplomacy. He has served in the Foreign Service,
and has been a member of and chaired the Secretary of State's
Advisory Committee on Foreign Relations of the United States.
