From his own research and a review of the evidence developed by others, the author concludes that minimum wages have reduced em- ployment of those who would otherwise earn low wages. The jobs most sharply affected are disproportionately those of the aged, teen- agers, and part-time workers. Since the Fair Labor Standards Act was passed in 1938, a series of amendments has provided for periodic increases in the federal minimum wage and has expanded the coverage. The increase scheduled under the 1977 amendment is expected to have a far greater effect than that of previous increases. Finis Welch is professor of economics at the University of Cali- fornia, Los Angeles, and economist at the Rand Corporation.
