Minimum Wages, Fringe Benefits, and Working Conditions, by
Walter J. Wessels, examines the effects of increases in the minimum
wage. In addition to considering the effects of minimum wages on
wages and employment, this study takes account of their effects on
fringe benefits and working conditions: it shows that employers are
likely to reduce fringe benefits and let working conditions deterio-
rate, so as to offset the higher wage cost mandated by minimum
wages. In addition, they are likely to increase the work pace and
reduce the training of workers.
    The theory and evidence presented in this monograph suggest
that these offsets are extensive and that many workers lose more
from them than they gain from the higher wages mandated by the
minimum wage law. Increases in the minimum wage may have far
fewer positive benefits and more negative effects than previously
suspected.
    This study differs from earlier ones by considering the effects
of nonwage offsets. It also analyzes more carefully how minimum
wages affect unemployment and how their effects have been mis-
interpreted by many authors. In particular, a decrease in unem-
ployment is shown to imply that the workers who remain uncovered
or unemployed have been made worse off by increases in the min-
imum wage.
