Manpower for Military Mobilization, by Kenneth J. Coffey, contrasts
U.S. defense planning for emergencies with present manpower mobili-
zation capabilities. The possibility of a confrontation in Europe
between the forces of NATO and those of Warsaw Pact nations cir-
cumscribes the American requirement for four categories of man-
power: the active forces, for immediate deployment; selected re-
servists, for unit deployments on short notice; individual ready
reservists, to provide combat ready replacements; and conscripted
manpower, to xnaixntain and augnent forces in. protracted combat.
These compose the Total Force mobilization concept, developed be-
tween 1970 and 1972 in conjunction with the shift to the All-
Volunteer Force.
     The stAdy attri butes severe manning deficiencies, evidenced by
diminishing army reserve manpower pools, to the recruiting policies
adopted to sustain the active forces without a peacetime draft. The
outlook is a progressbiely worsening ability within the reserve forces
and the supporting Standby Selective Service System to neet defense
manning needs for a Eniropean contingency. The study concludes
with a review of possible corrective actions, their costs, and their
political consequences.
     Kenneth J, Coffey is a military manpower consultant to the
Department of Defense,. the Congressional Budget Office, and other
government agencies. He served as director of recruiting studies for
the Defense Manpower Commission.
