Although less publicized than debates about Medicare and
Medicaid, the changes being initiated by private employers           Z
and coalitions are at least as promising for slowing the rise
of health care costs. This volume examines some of these             M
private actions and considers their importance to cost con-          m
tainment and market reform in health care.                           o
    The first part offers four case studies-two of individ-
ual companies, Deere and Caterpillar, which have tried to            U)
gain some management control over their health care
costs, and two of coalitions that have focused their mem-
bers' attention on cost containment.
    The second part of the volume consists of a seminar in
which panels discuss new models of cost containment in
the private sector and the shifting of health care costs to
private payers. Employers, providers, insurers, and policy
analysts evaluate the efforts of the companies and coali-
tions described in the case studies. The issue of state regu-
lation of hospital rates is also addressed.
    Sean Sullivan is senior analyst at AEI's Center for
Health Policy Research and former assistant director of the
Council on Wage and Price Stability. He was coeditor of
Restructuring Medicaid (AEI, 1983) and a contributor to Mar-
ket Reforms in Health Care (AEI, 1983) and Meeting Human
Needs (AEI, 1982). Polly Ehrenhaft is a Washington-based
health policy analyst.
