  Although some theories of economic growth assign a significant role
to new technology, this volume concludes that over the short term
technology plays a minor role in determining the efficiency and
competitiveness of our basic industries. Technology upgrading is only
one response to the fundamental forces that shape industries and the
economy.
  Four chapters explore the machine tool, steel, automobile, and
textile and apparel industries as settings for the adoption of new
technologies. The last two chapters focus on how advanced ceramics
and fiber optics may affect a range of existing industries or stimulate
the rise of new ones. All the chapters point to the conclusion that
technological innovation and diffusion will probably continue to be less
consequential than macroeconomics, management, and sociocultural
factors in economic and industrial change.

  Donald A. Hicks is professor of political economy and sociology in
the School of Social Sciences, University of Texas at Dallas. He is
currently on leave, serving as vice-president, Regional Research and
Technology Program, North Texas Commission.
