Although goods make up less of the GNP of major industrial countries
than services do, most goods can be traded between countries within
a much more highly developed legal framework than is available for
services. In many nations where services are growing rapidly, govern-
ments are increasingly tempted to step in and regulate them, to protect
local entrepreneurs or consumers or other national interests. The time
seems propitious to develop an international regime for services trade
before national regulatory systems become hardened and difficult to
dismantle. The issues are analyzed here by one of the leading author-
