India at the Polls: The Parliamentary Elections of 1977, by Myron
Weiner, gives a firsthand account of the campaign leading to the
historic defeat of Indira Gandhi's Congress party government after
almost two years of authoritarian rule. Reacting against the suppres-
sion of political life during the national emergency, the opposition
leaders, most of them newly released from jail, united to form the
Janata party and campaigned on the single issue of restoring de-
mocracy. In north India, where the most extreme abuses of govern-
ment power had occurred, including vast numbers of forcible steri-
lizations under the family planning program, Janata met with strong
popular support. In the south the picture was complicated by the
existence of several regional parties, and the relative absence of abuses
left much Congress party support intact. From his close analysis of
the returns, Weiner concludes that, beyond the striking and unex-
pected north/south cleavage, the most notable pattern of electoral
support to emerge from the elections was the absence of any signifi-
cant cleavage between urban and rural India. Looking further at the
results of the state elections held since March 1977, Weiner assesses
the effects of recent developments on the party system.
     Myron Weiner is Ford Professor of Political Science and a senior
staff member of the Center for International Studies at the Massa-
chusetts Institute of Technology. Among his books are Electoral
Politics in the Indian States (with John 0. Field), Party Building in a
New Nation: The Indian National Congress, Politics of Scarcity, and
Sons of the Soil: Migration and Ethnic Conflict in India.
