Conducting democratic elections among small populations separated
by vast distances poses special problems. In 1983 Micronesia, a collec-        I

tion of thinly populated islands scattered over an area of the Western
Pacific larger than the continental United States, successfully carried
out such an election, on the Compact of Free Association with the
United States. In this book two scholars, who observed how Palau,
the Federated States of Micronesia, and the Marshall Islands over-             D
came their difficulties, analyze the social, economic, and strategic
implications of this historic event.                                           2
    Austin Ranney and Howard R. Penniman are codirectors of AE's
Program in Political and Social Processes. Penniman, an official ob-
server of elections in Vietnam, El Salvador, and elsewhere, is the
general editor of AEI's At the Polls series on competitive elections.
Ranney, a former president of the American Political Science Associa-
tion, is the editor of Referendums: A Study in Practice and Theory, The
Referendum Device, and AEI's American Elections series.
