Constitutional Controversies  brings  together distinguished
scholars and public officials, representing a wide variety of points
of view, for a series of lively discussions about the constitutional
dimensions of contemporary public policy issues. Among the
questions addressed:

  ,, Does the separation of powers still guard our liberty by
preventing the accumulation of all powers into the same hands,
as the Founders intended? Or has it made government weak and
confused by producing deadlock between the president and
Congress?

  ,, Does the War Powers Resolution of 1973 unconstitutionally
restrict the president as commander in chief? Or is it a legitimate
use of Congress's constitutional powers to make and execute
foreign policy?

  , Is the current budget process---as reorganized most recently in
the Congressional Budget and Impounding Control Act of
1974 --adequate for the development of sound federal budgets? Or
do some of today's budget deficit problems point to the need for
dramatic structural and even constitutional changes in the process7

  -N Are race-conscious remedies necessary to increase minority
group opportunities in employment and admissions to colleges and
professional schools? Or are such preferences unconstitutional
reverse discrimination?

  , When we interpret the Constitution today, should we do so in
light of the intentions of the framers of the document? Or do we
thereby make it a static document instead of a living Constitu-
tion devoted to achieving social progress?
