In its efforts to control the use A cocane, heroin, marijuana, and other illegal drugs,
the United States spends aboui t  35 biltion per year inL public fAnds. Almost half a
million dexlers and u'sers are under incarceraton. In this book, David Boyum and Peter

efforts to tackle the nattafln drug problems. Drug policy has becorne inrcreasingly punr-
tie, with the trlrer of drug offenders in jail and prison growing tenfold between
i980 and 2003. Nevertheless, there is strikingly little evidence that toughcer law
enforcemenr can naterially reduce drug use. By contrast, drug reatmenr 'services
errain in short suppiy xeven though research indicates that Ireatment eXp-editurs
easiy pay tor thern selves in terms of reduced icme and improved produict iity.
    Boyum and Reuter conclude that Americas drug poicy should be reoriented in
several ways to be more effective. Enforcement should locus on reducina druz-related
problerms, suc' as Violence assomated with drug markts, rather than on lo,-king up
large nunmilers of low-level dealers e[ratment services Jfr heavy users, particuiarhy
methadone and other opiate maintenance therapies, need more money and fewer
regulations. And programs that coerce convicted drug addicts to enter treatment and
mairnai abstirerce as a condition of contirued treedornr. should be expanded.
