Historically, the maritnie industries ofthe United States have
been either directly or indirecly subsidized by the fiederal gov-
ernment on the grounds of national security .... In 1985 the
reservation of our domestic trade to American ships rcmains as
the only long-Eerm govenmnent support for U 8.-flag opera-
tors and shipbuilders. That support is costly, hows ever, and a
number of suggestions have been made to modify or repeal the
legislation.
   This analysis considers the costs and benefits of maintain-
ing a U.S.-flag monopoly in our domestic trades primarily in
the context of national security considerations. It also evaluates
all government policy options for maintaining an economicaly
viable maritme industry, including options discarded by the
present administration,
