The Role of the Legislature in Western Democracies, edited by Norman
J. Ornstein, examines change and reform in the U.S. Congress and in
the parliaments of Great Britain, Canada, and the Federal Republic of
Germany.  These parliaments have recently been considering the estab-
lishment or expansion of Congress-like committee systems  and dis-
cussing the role of the backbench or rank-and-file members. At the
same  time, the U.S. Congress has been reevaluating the dramatic de-
centralization of its own power and initiative to its committees and
subcommittees and to its junior legislators.
     This volume contains the proceedings of a conference that took
place when Britain, in particular, was debating an important reform of its
committee  structure proposed by a Select Committee on  Procedure.
The  conference was sponsored by the American  Enterprise Institute,
the U.S. International Communication Agency, the Konrad  Adenauer
Stiftung, and the British-American Parliamentary Group and held at
Selsdon Park,  Surrey, England.  Six essays were prepared  for the
conference sessions:
