Health Care and Pharmaceuticals


Do  rich countries consume too many pharmaceuticals? Is
there a measurable health return to this consumption? Other
health care, diet, high national income-what determinants
of health have the most impact?
A  new focus on  the effects of health care and pharma-
ceuticals adds a dimension to the many existing studies of
health care expenditures, even those that have considered
the determinants of health. Correcting the flaws of the few
earlier international comparisons, H. E. Frech Ill and Richard
D. Miller Jr. analyze a sample of twenty-one nations and
provide a comprehensive  basis for measuring the health
effect of pharmaceutical consumption.   This study  will
assist the debate of how   governments  should  allocate
scarce resources among   different health care goods and
services, as well as between health care and other goods
and services.
H. E. Frech III is a professor of economics at the University
of California, Santa Barbara, and an adjunct scholar at AEL
Richard D. Miller Jr. is a research analyst with the Center
for Naval Analyses, Alexandria, Virginia.
