    The American Elections of 1982

This volume, the second in a series initiated by the American
Enterprise Institute on national elections in the United States,
traces the key events and trends in the 1982 off-year or mid-
term elections.
    Albert R. Hunt, in the first chapter, places the 1982 cam-
paign in the context of national politics, focusing on the White
House and on the policy debate framed by the legislative battles
between president and Congress in 1981 and 1982. In chapter 2,
Alan  Ehrenhalf analyzes the effect of the redistricting and
reapportionment  following the 1980 census, which involved
major efforts by both parties to gain leverage and seats. In
chapter 3, Larry Sabato examines the role of parties, of political
action committees, and of independent groups in financing the
congressional  campaigns-and thereby affecting their
outcomes. John F. Bibby contributes a chapter analyzing the
results of the contests for governorships and state legislatures.
Thomas   E. Mann  and Norman   J. Ornstein conclude with a
study of the election results and of their various interpretations
by analysts and politicians alike. Appendixes present data in a
historical context on the results and on campaign spending.
    Thomas   E. Mann  is executive director of the American
Political Science Association and an adjunct scholar at the
American  Enterprise Institute. Norman J. Ornstein is professor
of political science at the Catholic University of America and an
AEI visiting scholar.
