What  happened  in the 1980 elections, how it happened, and why  it
happened  are explained in detail by the eleven authors of this volume.
They  trace the key influences from the Carter administration, through
the caucuses and primaries, the party conventions, and the campaign,
to the elections themselves and consider the implications for public
policy under  the Reagan  administration. The  political parties are
examined  in detail, together with the candidates, the issues, the mass
media, and  above all the electoral system, which is compared with
methods  used by other democracies. The authors also cover the conse-
quences of changes in selecting delegates and assess the future of the
system.
     This volume is the first in a series on the national elections in the
United States to be edited by Austin Ranney, who contributed the first
chapter. The nine other chapters are by Nelson W. Polsby, Charles 0.
Jones, Michael  J. Malbin,  Albert R. Hunt,  Michael  J. Robinson,
William  Schneider,  Thomas   E. Mann   and  Norman J. Ornstein,
Anthony   King, and Aaron  Wildavsky.
     Austin Ranney, general editor of the series, is a former president
of the American  Political Science Association and a resident scholar
at the American Enterprise Institute.
