The  question that the world asks is, Will 1
this evolution result in the first true liberal
democracy   in sub-Saharan Africa-one     CAN    THE
founded  on self-government and full and  U.S.   CONSTITUTION
equal citizenship for all?
   How   can the legacy of apartheid be   HELP?
undone   while the rights of all are kept
secure? How can the promise of equal economic opportunity be fulfilled as
vast economic inequalities are abolished? This volume seeks to identify the
constitutional principles that might accomplish this momentous transition.
   In this unique collaboration between eminent  South  Africans and
American  constitutional scholars, the political, economic, and legal princi-
ples of constitutionalism are discussed from the perspectives of the U.S.
Constitution  and the needs of South  Africa. Kader Asmal, Gretchen
Carpenter, Dennis Davis, John Dugard, Pierre Olivier, and David Welsh
are the South African scholars. Together with Americans Walter Berns,
James W.  Ceaser, Daniel J. Elazar, Robert A. Goldwin, Marc F. Plattner,
and Thomas   L. Pangle, they have contributed spirited and incisive chap-
ters on the fundamental principles of modern constitutionalism.
