  The  American  decision to move to a partially pre-funded
  Social Security system was made  with almost  no Congres-
  sional, Presidential, or public notice. Now,  many  years
  later, the OASDI trust fund is generating a surplus of more
  than $1 billion a week, rising to $4 billion a week by the
  end  of the decade. Now at last, Carolyn L. Weaver and her
  associates have  given us  a definitive exploration of the
  issues and choices surrounding these 'looming  surpluses.'
  A  serious debate can  now  begin, thanks to this work  of
  superb  clarity and openness but determined  insistence on
  the necessity for choice.
