fective and inefficient. . . The policy reforms advanced by Vis-

perceptive analysis of safety regulation under CPSC.

    Finally, after fourteen years of CPSC regulation, the public
has a carefd and thoughtful assessment of the agency's perform-
ance. This study's evidence compels us to rethink our approach to
ensuring consumer product safety. I commend this work to stu-
dents of the regulatory process, both in and out of government.

    The Consumer   Product Safety Commission has broad
jurisdiction over a wide variety of consumer hazards, with
considerable authority both to set product safety regula-
tions and to take actions against hazardous products. How
effectively has this authority been exercised? The author
of this volume concludes that the efforts of the CPSC have
on  balance not been beneficial. He attributes poor per-
formance  to the commission's  failure to apply a valid
framework  for deciding whether or how to intervene.
    Viscusi also believes that the commission has not ade-
quately stressed the development of information for more
informed consumer  decisions or assessed the benefits and
costs of its actions.
    W. Kip Viscusi is professor of business administration
and  director of the Center for Study of Business Regula-
tion, Fuqua  School of  Business, Duke  University. He
served as deputy director of the Council on Wage and Price
Stability during the Carter administration.
